I must stress that this source is a poor indicator of the
actual proportions of the municipal flags. Some flags are just
annexed to the Coat of Arms in a square proportion. Two of these
flags were presented previously in a 2:1 proportion. Many
of these flags could be such. I think it will be wise to
place a note that indicates that the true proportions of these
flags could be 2:1 also.

From
www.gobernaciondecaldas.gov.co:
The Municipality is considered to have been established formally on August 7, 1819 (the same date as the country's independence day, so perhaps this is a de facto denomination) and was granted formal status on June 17, 1846.
The Municipality traces its roots back as far as 1518, and it was established
in 1815. In 1821, through Law 8, it was made part of Citarárá (now known as
Quindó) and on February 11, 1880 it was founded as a proper township. On 1884 it
changed its type to become Villa de Riosucio and is the date commonly accepted
as the foundation of the Municipality.

(Original in Spanish):
"The coat of arms of Riosucio was the winning
design, among twenty proposals, from an open competition held by the Municipal
Mayor's Office and the Cultural Extension Office in September 1989. The jury's
decision was recorded on March 31, 1990. It was adopted by the Municipal Council
through "Acuerdo N° 003 del 21 de Mayo de 1990" (Agreement No. 003 of May 21,
1990) and regulated by the Municipal Mayor's Office through "Decreto N° 030 del
22 de Mayo de 1990" (Decree No. 030 of May 22, 1990).
Its meaning is as
follows:
Green triangle: "Ingrumá Hill.
Red border: Victory achieved with the merger of Quiebra Lomo and La Montaña to
found Riosucio.
Golden quarter: Town of Quiebra Lomo, for its wealth,
nobility, and royalty.
Silver quarter: Town of La Montaña, for the purity of
its people, humility, firmness, and frankness.
Colorless Curved Line:
Ditch that separated the two towns. It also represents the Imurrá River, or
"Dirty River," which gives the town its name.
Green Shield: It covers the
ditch that unites the two towns, with the green of hope and friendship.
Devil's horns: The carnaval (local festivity), the result of the union of the
two tribes, guardian of peace, fraternity, and art.
Triple flame: Fire,
symbol of all the arts and the desire to achieve glory through them.
Silver borders of the Figures: The eloquence of our culture.
Shape of the
Shield (coat of arms): French style, as a tribute to Boussingault, who laid out the
town. The coat of arms was designed by Rodrigo Díaz, a draftsman and painter from
Riosucio. He completed his Graphic Design studies at the Universidad
Pontificia Bolivariana in Medellín".

Notice the second variant features a "Golden quarter" as per official
description instead of the brown color shade featured in the official website.
Perhaps this is the intended design and all others are simply repetitions of the
same mistaken color.

INSTITUTO CULTURAL RIOSUCIO - The Institute was founded in
November 1966 by Decree #148. It is located in the Municipality

The flag is made of three horizontal stripes yellow-gold, black
and red with an equal basis [i.e. with an esual width along the
hoist], the black stripe ending in a point. Yellow means wealth,
black science and wisdom, and red love.

Considering that "Riosucio" (or rather "río
sucio") means "dirty river" I may wonder that the
black triangle may stand also for something else...
