(1:2)
image by Jorge Candeias, 5 April 1999

Adopted: 20 June 1992. Ratio: 1:2. Green with three narrow white horizontal stripes along the top and bottom and across the center.
Jorge Candeias, 5 April 1999

The flag of Jõhvi Municipality is a rectangular piece of cloth with a height-to-width ratio of 1:2. The flag consists of five stripes: white stripes one-seventh of the width at the edges and in the center, and green stripes two-sevenths of the width between them. The standard size of the flag is 105 x 210 cm. Explanation: On December 2, 1938, the matter of the Jõhvi flag and coat of arms was discussed at a city council meeting, where the city government presented designs commissioned from the Association of Estonian Cities. The council adopted the designs. The flag's colors were set as green, white, and green. The coat of arms depicted a shield featuring a golden stag's head on a green background, with three silver spruce trees on a red background in the background. The official approval of the flag and coat of arms in accordance with statutory procedure was never reached, as Red Army armored cars arrived in the town on June 17, 1940.

The coat of arms of Jõhvi Municipality is shield-shaped. The lower two-thirds of the field features a green background with a golden stag's head—protruding from the left edge—that has a red tongue extending from its mouth. The upper third of the field, which has a red background, depicts three silver spruce trees. The golden deer and the row of silver spruces symbolize the forests of Alutaguse. It also appears that a flag featuring the coat of arms is used, at least for internal purposes.
