Overview

Santa Catalina (officially: Santa Catalina de Alejandría) is a municipality located in the Bolívar Department. It was founded on 2 July 1744.
The flag of Santa Catalina is horizontally divided blue-white-grey/silver-green.

The four-striped flag is the de-facto civil flag. The flag with the seal of the municipality in the center is the one used by the municipality. Sadly, I can't find anything about the flag history. Indeed, blue is for the coast and green is for the land; white and gray are more ambiguous.

I was informed the flag and coat of arms were approved through Local Agreement No. 002 on 28 March 2003. Reinaldo Padilla Alcazar and Jairo Marriaga Marenco are recognized as the creators of the symbols. Both authors submitted their proposal to the Council for its adoption.

Seal

image from municipal web site

The seal logo of the Municipality has an outer ring in white reading MUNICIPIO SANTA CATALINA DE ALEJANDRIA, reading at the bottom with a dot at each end 2 DE JULIO DE 1744 [2 July 1744]. In the center is a coat of arms, sometimes depicted by itself as the Municipal logo; it has a municipal flag on each side, tied together at the bottom. The shield is rounded, having two bulges at the top. The upper-left has two corn plants over soil, signifying agriculture; the upper-right depicts the Totumo Mud Volcano for which the municipality is famous in tourist potential, beside the Totumo Swampland. The lower section depicts hills beside a house, and two fishermen on canoes signifying the fishing industry along the department's coast.
