The flag, like the coat of arms, symbolizes the merger of four former municipalities (Saue Parish, Kernu Parish, Nissi Parish, and the town of Saue), fruitful cooperation, and the continuation of traditions. The color red alludes to the coat of arms of Harju County, thereby symbolizing the municipality's location within the county.
